Any PLR content website should perform some research before writing on a topic, but that research is generally limited to the popularity of a topic (search volume) and not necessarily the quality of the traffic that the topic receives (is the market full of buyers or freebie-seekers). Now, there are the PLR websites that write on topics that their user’s requests - and I think those types of websites would provide the type of content that makes money on a more consistent basis than PLR websites that merely base their topics on a brief look at estimated search volume.

That’s just my opinion, though.
